Chico Police say William Llamas of Paradise was driving at the intersection of Park Avenue and 15th Street Thursday, January 31, when he ran into a man on a bicycle. The victim's family says Toby Vigil has died of injuries he sustained in the incident. It's not clear if Vigil and Llamas were involved in some sort of altercation leading up to the incident.
