The phones were ringing off the hook at the Butte County Public Works Department when a roadwork project brought traffic on the Upper Ridge to a standstill Tuesday.
Drivers were caught in the mess for hours .

Work on the project to dig up and repair failing asphalt on the Skyway started last week.
But on this day it turned into the Northstate's version of L.A.'s "Carmageddon".
Rochelle Kelly spoke with Action News as she waited in traffic. "It's scary if there's an emergency. Hope this gets supervisors interested in thinking what are we going to do in case of emergency or fire with only one road in and out?"
Public Works Director Mike Crump said he's not sure exactly why there were such major problems today, but that he's halting the work until a better plan can be worked out with the contractor.
A meeting is planned Wednesday morning with "Franklin Construction" to make sure this doesn't happen again.##
