Rain Puts Damper on Chico Halloween Partying

Traditionally, Halloween can get out of hand in Chico.  Out-of-towners come join their friends at Chico State, and the mix of alcohol and costumes can create a rowdy scene.  Police have bulked up their personnel on Wednesday, October 31, but were pleased that around 9:30pm, it looked like it was going to be a relatively quiet night, like any other Wednesday night.  At least 70 personnel were working in case things got out of control.  But the rain set into Chico around 4:00pm, and didn't stop for several hours, creating a muddy mess on the sidewalks.  Many people chose to stay home or indoors, and that created fewer problems for law enforcement.
