Chico Police say Jerald Huggitt was drinking and driving when he ran into a hydrant on Lassen Avenue and the Esplanade. They say the 59 year old then took off, but witnesses were able to get his license plate number. He was arrested. It took a while to stop the water flow because the hydrant was so severely damaged.
